Youth Services Coordinator Job Description

POSITION SUMMARY

Connect Detroit is seeking a full-time Youth Services Coordinator (YSC) for the planning and successful implementation of the Workforce Innovation Opportunity Act (WIOA) funded out-of-school (OSY) and in-school youth (ISY) program, with significant work with the OSY population. The YSC will provide case management and support to assist WIOA OSY participants ages 14-24 with developing individual service strategies and action plans to achieve their employment and educational goals. Establishes program curriculum and coordinates program activities aligned with the 14 WIOA program elements. Reports to the Program Director and works closely with the WIOA team. Performs other duties as assigned. The YSC is essential to the success of the programs and must possess the following key values: excellence, respect, compassion, honesty, customer-focus, quality-driven, teamwork, and innovation. Must demonstrate a high-level of professionalism as they will interact with partners, businesses, and community-based organizations regularly. The YSC position is a full-time position including benefits and paid time off.

PRIMARY RESPONSIBILITIES AND DUTIES

  • Develop relevant curriculum and program activities aligned with the 14 program elements for OSY, and ensure coordination with youth participant’s Individual Service Strategy (ISS)action plan, case notes, goals, and activities
  • Serve as liaison and primary contact with partners at Detroit Leadership Academy and Job Corps to identify ISY/OSY referrals to provide access to WIOA funded services and assist with barrier removal to ensure successful participation
  • Develop calendar of program events (i.e. workshops, etc.) with support from the Program Director
  • Coordinate facilitators for various workshops and trainings for youth and facilitate sessions as needed
  • Responsible for maintaining a caseload of up to 50 participants and provide case management services to ensure participants meet goals and performance outcomes, including but not limited to:
    • Conduct intake, needs, and exit assessments for assigned youth participants
    • Assist youth with developing (ISS) to outline career, academic, and life goals, action plans for skill development and goal attainment, and monitor ongoing progress and provide support where needed
    • Serve as primary point of contact, maintain a minimum of monthly contact in-person, via phone, or written communication, and schedule ongoing life coaching sessions as needed to support participants progress towards accomplishing academic, career, and life goals
    • Prepare type-written case notes, status updates and/or reports as required to properly document enrollment, activities and participation, milestone achievement, supportive services, incentives, stipends, and other supports for entry into OSMIS and Launchpad database systems
    • Perform data entry from hand-written and other forms and documents of confidential nature
    • Identify and connect youth to community services, programs, and provide referrals and warm hand-off as needed for goal attainment and barrier removal
    • Provide transportation support as necessary for clients (directly or indirectly) to ensure clients access and take advantage of referrals and services
  • Collaborate with Data & Resource Specialist to ensure youth are connected and receive the necessary services and supports
  • Collaborate with Employment & Resource Specialist to provide youth with job leads, job training, and work readiness skill development, and related job resources (i.e. work attire, etc.)
  • Collaborate with Data & Resource Specialist to ensure collection of participant credentials, supporting documentation, as needed to support program performance and maintain participant files
  • Assist with annual GDYT program registration for eligible OSY/ISY
  • Serve as a liaison between the agency, youth, and community
  • Promote regular school/training/work attendance, and promote safe and drug-free participation
  • Assist with managing program related phone calls, participant recruitment and registration, preparing mail/correspondence, and problem solving as needed
  • Attend all required program and youth development trainings, events, partner and community meetings, and perform other tasks and duties as assigned by administration

REQUIRED JOB KNOWLEDGE, SKILL AND ABILITY

  • Professional experience in youth development and workforce/career development with an ability to effectively interact and engage youth ages 14-24, parents, and community partners
  • Must possess outstanding time management, communication, and organizational skills with a high attention to detail
  • Must possess interpersonal and problem-solving skills with the proficiency to effectively manage multiple projects, and follow through on matters timely to achieve desired outcomes
  • Ability to prepare written program reports, possess a professional and positive attitude and enjoy working in a fast-paced environment
  • Maintain confidentiality and discretion at all times
  • Must be proficient with a variety of online and computer technologies; particularly Microsoft Windows, MS Office, including Outlook, Word, Excel, and PowerPoint, and the Google suite

CONDITIONS OF EMPLOYMENT

  • Must have ability to work flexible hours, including evenings, or occasional weekend
  • Must have reliable transportation and be willing to travel to partner agencies within the city of Detroit and surrounding communities
  • Must provide valid, unrestricted State of Michigan Driver’s License
  • Background check and drug screen may be required
  • This is a grant funded position

QUALIFICATIONS

  • Bachelor’s Degree is preferred in human services, social work, psychology, or sociology-related field or equivalent experience working in workforce development, youth, or community-based organizations performing similar tasks
  • At least three (3) years of related professional experience, or the equivalent combination of education and experience is required
  • Experience with WIOA funded programs and target populations (e.g. foster care, juvenile justice system, disconnected, disabled, parenting or pregnant youth) is highly desired
